Relative to the balances in the Banks referred to in that letter, although they were originally not given confidentially, were manifestly of a character not intended for publication, and the reference to these instructions in the letter to M. Cheater was, in my opinion, calculated to throw unnecessary discredit on the Banking Institutions of the Colony.

2. Take this opportunity of drawing your attention to the Confidential despatch of Oct. 1883 noted in the margin by Sir S. Bowen (Coupe) 4 Nov. 1883 S. of State (Colony!) as inconvenient to the difficult position in which the Bank was placed when it had large balances in the OBC at a time when the impending failure of that Banker was afloat.
