2. I now enclose for your information copies of a report from Common Works replying to a query received from the Engineer, in which he estimates
the expenditure in this country on Plant at £60,000
and on Portland Cement at about £28,000.
3. A large portion of the earliest outlay on the work must, it is presumed, be on account of Plant & Machinery, and would be chargeable against the first instalment of the Fund. I am therefore at a loss to understand how
