A large portion of the earliest outlay on the work must, it appears, be on account of plant and machinery and would be chargeable against the first instalment of the Fund. It is consequently difficult to understand how the sum of £2000 mentioned in telegram 128 is arrived at, and it seems improbable that further telegraphing will elicit an Explanation. I have therefore to suggest that a Statement showing the proposed Expenditure of the first Instalment shall be asked for by mail, accompanied by an approximate Estimate of the amounts to be Expended on this side in the purchase of plant and materials during the progress of the whole
