I have the honour to transmit to you, for the information of the Secretary of State, a copy of the Agreement into which we have entered on behalf of the Government of Hong Kong with Mr. A. M. Quill, Assistant Engineer, under Mr. Chadwick and Mr. Cooper, in connection with the Water and Drainage Works.

A passage has been provided for Mr. Quill in the steamship "Glenstuary" appointed to leave London on or about the 28th instant.

The Engineer selected to replace Mr. Quill in the Public Works Dept. has not yet been selected.
