2. This complaint relates to three classes of Stationery, namely the writing foolscap, the book papers and the envelopes. The foolscap is said to be thinner than in former years and to be heavily sized so that in the camp climate of Hong Kong it soon blots and becomes unserviceable. As regards these papers, I have first to call attention
to an inaccuracy
in the
identification
of the samples
sent home; that marked 1888 supply price 7/2 per ream is in fact the 1887
supply which cost 6/9 per ream. The difference is
due to the fact that the weight of the 1888 supply was, at the request of
the
Colonial Government, increased to 16 lbs a ream, the 1887 supply having been 14 lbs. I refer to this mistake
