With reference to your letter of 4th September last, and its enclosures, containing proposals respecting the Regulation of traffic in the Port of Hong Kong during a state of War;

I am commanded by my Lords Commissioners of the Admiralty to request that you will represent to the Secretary of State that, as these Regulations enact that every vessel must anchor outside the harbour, before entering by daylight, and that men of War should ask permission before going in, my Lords feel unable to give their assent thereto without a full explanation of the necessity for these enactments.
