If it should prove to be impossible for want of space, defective water supply, or any other reason to concentrate at Kowloon, the only alternative remaining would be to leave the Dockyard & at Victoria and to provide for its expansion which is inevitable.
This would involve the widening of Admiralty property by taking in the land about to be abandoned by the War Office on each side, and application has been made to the War Office on this point.
