The Naval yard in Victoria was to be indeed to the Colony, Whereas in the present case it is proposed that this Naval yard and buildings should be purchased by the Colonial Govt!
Even the original proposition in draft on 28/3 was not acceptable to the Colony, as will be seen from pars. 1 & 25 of despatch No.144/454/189. Before, therefore, anything can be written to them for it would be well to find out exactly what the Admin really mean.
The Admin say that if these are not moved to Kowloon, they must take up War Dept. land on the eastern side of the Naval yard, on the assumption I suppose that the War Dept. premises will be moved to Causeway Bay. This would deprive the Colonial Govt of the benefit of some lands, which Sir G. Digby, the Gov't Land Officer, commented in exchange for the Causeway Bay site.
Altogether it looks as if the Admin were trying to "do" the Colonial Govt out of something, taking advantage of the Praya difficulty. I think
