on the Public Works in Execution

Evidently, the contemplation did not clearly indicate what works were already begun or were regarded to be of such urgent necessity that it was necessary to proceed with or commence them during last year.

I gather, however, from the Cast Column but are backed by the Statement No. 4.38 of the 1891 Estimates that a considerable number of new Public Works were begun.

Those to proceed during 1890, therefore, must be taken to have been sanctioned by the qualified approval referred to above as given in No. 67 of my despatch dated 18th April last.

I will now refer to some of the Works placed on the present Estimates in order of relative importance, according as they were lettered A, B, C, in the Memorandum enclosed.
