I have delivered at the closing and opening of the Legislative Council in July and October. The latter is a very difficult one to deal with, and I have been unable as yet to make any definite arrangements in regard to it. I shall bring it to the notice of Sir William on his arrival.
Some few hundred dollars have also been invested under "Miscellaneous Service" for the completion of the Ordinances, the drafting of which I have above alluded to. I still hope that with the cooperation of the Chinese Community something may be done on this subject, which I shall not fail to bring forward.
Under Public Works, there are only a few items in the Extraordinary that I need draw Your Lordship's special attention to, inasmuch as nearly all of them...
