The Ordinance was introduced in accordance with the instructions conveyed in Your Lordship's despatch No. 110 of 19th June last.

The Ordinance contains a suspending clause, inasmuch as it was not considered that the 4 per cent on salaries should be deducted under it until the estimates providing for the increases of salaries had been approved of by Your Lordship.
