Though I suggested some ratio of contributions, I cannot offer any opinion upon the polygamous marriages question.
I gather that this Ordinance does not include certain stated Offices. I understand the Ordinance will be sanctioned, but I am very doubtful that the complicated scheme introduced with other Eastern Colonies, with its separate and therefore comparatively expensive management, should have been extended to another Colony instead of some much simpler, more sanitary, and cheaply worked system.
I think the scheme as suggested by Mr. Winsfield and Mr. W. Ebden is arguable.

I do not think that it need be restricted to the admission of first wives of polygamous marriages and their children:
The Ordinance should be amended by omitting the last sentence in §13 and by substituting "contributed" and by inserting a rate. Section 14 should be amended to shelter the provision for sharing their contributions to childless widows on the articles the tax calculations scheme is based, but I would let it stand.
