I think that the whole matter might be placed in the hands of a Committee of Chinese supervised by the Registrar General, that the income derived from the stalls should go to them, and be utilised first to pay off the debt incurred to Government for the improvement of the place, and secondly to keep up a small body of European and Indian Constables (say 4-6) whose sole duty should be the supervision of the ground, and also if possible, to form a fund for the gradual extension of the area or the purchase of a similar plot elsewhere.
