I have the honour to point out that the total amount claimed by the War Department is £6,197, which is nearly double the sum of $20,000 voted in the Estimates for this year, and now paid to them.

I enclose copy of a letter from the Military Authorities shewing how the above sum is made up, and I would draw Your Lordship's attention to Encl: 3. 17th Sept. 1890. 629, to the fact that in that letter it is proposed that advances by the War Department, subsequent to the 31st of March, should be paid at the average rate of exchange for the month in which the payments were made.
