Your Lordship will observe that I was unable to concur in the second proposal contained in the memorandum by the Commanding Royal Engineer, Major Enel: 1. 10th Dec 1890; Endl. 2 12th Dec 1890.
Major-General Digby Barker has not yet replied to the letter addressed to him on the subject. When I receive his answer, I will communicate it to Your Lordship, and if necessary ask for your instructions in the matter.
