Alven rev of the year, it was explained in par. 25 of the Instructions Enclosed in my Circular 74. Ft. 1890, that in the Appropt. Ord; the expenditure should be made a charge against the revenue of the year and other funds of the Colony:
3. As far as the current year is concerned I am introducing an amending Ord. to cover so much of the expenditure then proposed for extraordinary public works as, after my desp Extraor 624 dated this day's date, it is decided to incur during the year.

4. The Supplementary Approp. Ord. for 1890 should similarly be made to cover all the sums expended last year during on extraordinary public works, and not merely the Supplementary expenditure on such works, and that I have to request.
