The amount estimated for Ordinary Expenditure during the ensuing year is $1,682,874 as against $1,470,221 for 1890.
But it must be borne in mind that the Military Contribution has been doubled, and that salaries have been increased to an amount of about $50,000. I have so fully explained to Your Lordship what has been done as regards salaries in my despatch W.438 of 15th instant, that I need not further enter into the subject.

The report of the Attorney General is herewith enclosed, and although this Ordinance provides for an increase of salaries, Mr Ackroyd has explained why, in the special circumstances of the case, it was desirable that I should assent to it.
