Hitherto all lands to
be leased or sold have under
the instructions from the Secretary of State been put up to public auction; as this Ordinance provides that leases of lands shall
be granted in a
different manner,
it is not to be put in
force until
the same has been referred to
the Secretary of State, but there is
no objection to its being assented
to as there is an
everending clause.
