Some scheme should be framed for the classification of salaries as far as possible throughout the service, to be gradually introduced as opportunity arises, through the occurrence of vacancies.
In framing such a scheme I shall be glad if you will consider the question of whether an officer has retained the same office during the period, so that the supposed difficulty cannot arise.
The salaries in the various Depts. of the service will still, as now, show some anomalies, for instance, top offices in the same Dept. being perhaps more highly paid than similar posts in other Depts.
It will, I think, be desirable that a scale of incremental salaries might not be fixed.
