Mr. F. J. de Souza has for several months past acted as First Clerk of this Department in which he has been employed for many years. I have always found him painstaking, trustworthy and willing.

I have received the annexed certificate from the Officers who have commanded this Force.

entrust him with duties still more responsible than those which he has performed satisfactorily should it be in my power
