My Lord, I have the honour to respectfully call the attention of Your Lordship to the following facts relative to my proposed increase of the salaries of the Civil Servants of this Colony.

According to the terms of Your Lordship's Despatch No. 110, dated the 19th June, 1876. I am precluded from finding the privilege of participating in the increase which this Government proposes to give.

I am now aware of my exclusion is on account of my salary having been increased $20 per mensem in 1902, and $10 per mensem this year;
