I asked you for a testimonial when you were Harbour Officer, and I have great pleasure not only in congratulating you on your well merited promotion, but also in testifying to your abilities and services during its three years you were under my command from 10 August 1881 to 31st November 1883.
You performed your duties to my entire satisfaction. Your assistance in computing tonnage was invaluable, before you were appointed Assistant-Surveyor.
Your services were of great value, and I highly appreciated them, especially in the somewhat complicated duties you were required to perform.
