the approval of Government the new re-arrangement of duties, an increase of pay to this without prejudice to the consideration of his case when the question of the revision of official salaries was brought forward. His salary on appointment was $80 a month rising by annual increments of $4 to $100. Mr. Lucas has entered into an agreement to serve three years.

9. I beg to point out that five years hence when his salary will be $100 a month, he will be in receipt of pay less than a 1st class Inspector of Police, His present pay is only equal to that of a 3rd class Police Inspector. Mr. Lucas holds the high certificate diploma of the Pharmaceutical Society of Great Britain; I cannot but think it unfortunate that the Government were not asked to attach higher remuneration to a post to be filled up by a man in his position & with his qualifications.

10. I would most respectfully make an urgent appeal on his behalf as the salary he is now receiving is practically insufficient for his maintenance, that alone being adequate for him keeping up his position as a professional man in the service

11. I desire to lay stress on the fact that the new arrangement of duties in this section of your Department necessitates Mr. Lucas also accepting an increase of responsibility above that involved in the duties of the office he was appointed to last December. On these grounds I would request a special consideration of his my own case apart from, & in addition to, consideration of increased cost of living in connection with the general revision of salaries.
