on the grounds that his
pay is
insufficient,
as expressed in correspondence about his
appointment.

But this is a mistake, this increase
is asked for
on the grounds of the
increase of work.
He is considered to be doing nearly double
the amount of work for which he was engaged
under his agreement in order to relieve the Govt: Analyst & give him more time to
do more duties the government require of him
