I therefore beg to point out that under the recent agreement entered into between the Colonial Government and the Superintendent of the Government Civil Hospital it is expressly stated that the person for the time being holding that office shall not be allowed private practice, though that privilege was previous to the year 1883 extended to that office and was abolished on the then holder receiving a personal allowance of £840, COD. 3 4 of 1883 dated 25th of January 1885, making the total salary equivalent to £625 a year at the then rate of exchange.

The increase in the population of the City of Victoria as well as its extended limits necessitates the incurring of expense in visiting urgent convalescent patients recently discharged from the Hospital, up to the present I have had personally to defray such expenses, the holder of this office not being allowed any travelling allowance.

I also notice that some instances refer to the salaries attached to similar offices at Singapore; with respect to the Medical Department I beg to point out that not only are the salaries greater but the officers are provided with free quarters and allowed the privilege of private practice, considerably enhancing the value of the appointment.
