Fund suggested in paragraph 11 of Your Lordship's despatch has been introduced and the Bill regulating this matter is now under the consideration of the Law Committee, the Report will shortly be laid before Council.
That I may observe, a clause has been inserted placing the names of those who receive an increase of over 14% within the limitations expressed in Your Lordship's despatch, in a schedule. Another clause has been inserted giving the Governor in Council power to strike out names on sufficient grounds being shown. These would depend mainly on circumstances, first whether Your Lordship has struck out the personal allowances, which might reduce the increment below 14%, the other is that I have reason to believe.
