Reference Clerk, Colonial Secretary's Office, Lec Sme and the 1st Clerk at the Treasury, have been specially noted as recommended by the Special Committee for continuance. These two officers are of long standing, and have, I am informed, performed their duties in a most satisfactory manner.

In the majority of other cases, the increase appears to have been granted for length of service; and this score may deserve consideration. It may be noted, however, that as most of these increases have been given to officers who are not natives of the British Isles, the question of their half pay or pensions in sterling would not be affected by the question of whether the increment granted was or was not over 14 per cent.
