Saved Rent, alleged the Chief item of increased expenses. We must then, submit, dissent from the Schedule (Encl.11) of quarters in 1875 & 1890, value of quarters though we cannot say whether the values were over-estimated in 1875 or under-estimated in 1890, or whether (which is probable) the statement about 100 to 150 percent rise in rents was a gross exaggeration.
? Say that S. of State considers that these Schedules must be raised so as to make the Estimated value of quarters in 1890 twice that of the same quarters in 1875 & 1890. This is approved. I make sweet each case which seems S. of State will only sanction this for all the rate (1863-75), & so on others who have free quarters.
On the other hand we assume the 1890 figures in Enc. II to be correct, of the 1875 figures to be over-estimated result would be more favourable to the officer, but we can leave them to suggest that, and meanwhile sanction the minimum only. Arto par. I of despatch No. 434. ? Say that Passed Cadets (as well as Cadets) may have free Quarters or Rent allowance, but suggest that rather than give them accommodation as we already implied in despatch No. 177 increasing them 18 box (d the Cadets detenschapen the value in 1875).
