I have the honour to forward to Your Lordship's information copy of a memorandum by the Resident Engineer for the Water and Drainage Department containing the information desired by Your Lordship regarding the expenditure on Sanitary Works during recent years, and to state that in the estimates for 1891 the several works coming under the above heading have been separately specified.

Referring to our conversation of yesterday concerning Colonial Office Despatch No. 221 paragraph 3, I am of opinion, as far as I can ascertain, that the expenditure since Mr. Chadwick's former visit under the head of "Main Drainage and Sanitary Works" for the improvement of the then existing and the construction of new sewers has been incurred on such works as were recommended in Mr. Chadwick's first report.
