I have the honour to transmit the enclosed letter, addressed to me by Mr. Barff, one of the Deputy Registrars and Accountant to the Registrar-General.

E.W.B. had to pay his locum tenens out of his own pocket; and now E.W.B. wants to be backed up in declining to do M.Sangster's work when next M.S. goes on vacation leave.

? Reply that when W. Barff was appointed in 1883 it was on the terms specified in letter of 30 Jan. 83 [No. 21069/02] of which copy was sent to him in despatch of 11 Jan. 83 [No. 433/03]; it was of course meant that the work should then be divided between M.S., W. Barff & the other Deputy Registrar, & not to be construed that it would be left to W. Barff alone to perform M. Sangster's work; but if on vacation leave it would only be becoming in W. Barff, if possible, to consent (like officers in other departments of the service) to do double duty for such period, and his Lordship regrets to learn that a similar arrangement could not be come to when W. Barff himself went on vacation leave in 1888.
