De Gaul is now filled by a gentleman who was formerly a Cadet. I observe that Fleming has not had a previous recommendation in his despatch; coming to a decision on the subject, I think that you will inform us which of the applicants you regard as most fit for the post. If a Cadet is finally selected, he should be given to understand that he will not necessarily have a mutual claim to succeed as Dept., which subject I would refer you to paragraph 7 of my despatch No. 205 of 26 Sept. Case.
