Owing to the promotion of Mr. Travers, the post of Assistant Postmaster General has become vacant, and, presuming that it is intended to fill up the vacancy, I have the honour to request that you will be so good as to forward for His Excellency's favourable consideration the application which I now make for promotion to that office.
