Northcote has been second Clerk in the Registrar General's Office since January 1875. He has since then temporarily filled certain other offices and not unnaturally desires promotion.
Mr. Francis Arthur Hazeland is the son of a former Crown Solicitor who died in office. He joined the service in 1878 as Clerk to the Puisne Judge and is acquainted with the Chinese language. In 1883 he was appointed Clerk to the Chief Justice, which post he still holds. He has twice acted as Deputy Registrar and has been acting as Clerk of the Executive and Legislative Councils since the departure on leave of Mr. Seth in the early part of this year. His application is strongly supported by the Chief Justice, as Your Lordship will see from the letter enclosed, and I have personally found him a very efficient public officer.
