2. I may mention to Your Lordship that attention had been drawn to the subject in a Public despatch wherein much was said about the Police receiving money from Informers in connection with gambling cases.

3. When the Voucher was submitted to me for signature by the Acting Captain Superintendent of Police, I expressed the doubt I entertained, in consequence of what had been communicated to me, as to whether the remuneration given to the Police for the above purpose tended to suppress gambling or not.

4. The sum of $10,000 is inserted in the Estimate under the heading of "Secret Service", and had been put aside for this purpose. I had made some inquiries as to whether any portion of this money was paid to the Police in connection with gambling cases, and I desired to be in a position to state the result of my inquiries. In these circumstances, I did not think it prudent to communicate such information in a Public despatch, as the nature of the information rendered it necessary to do so in a Confidential despatch.
