But the fact that this work is being carried out, not only for the good of the Colony, but for the benefit of private individuals, may not have occurred to Your Lordship when Mr Brown's appointment was made; while it is true, Mr. Brown has pointed out that section 3 of the Praya Reclamation Ordinance 2 of 1889 provides that the salaries of such officers and staff as may be engaged in the work, shall be defrayed as part of the costs of the work in the manner prescribed by the Ordinance.
