paragraph of Your Lordship's despatch under acknowledgment,

is fit,

post, he is also fit to be a
member
of
the Executive
Council, but I thought it
well to
warn
Your Lordship
of the feeling which will be aroused by placing
comparatively junior in
one,
the service, over the heads
of many of his seniors.
