With reference to the second point, I can hardly think that the fee of one dollar is prohibitive, but I should have no objection to a provision for reducing or remitting it in case of proved poverty. As to the publication of notice, I could not sanction any change in this respect, since it is the main publicity object of a marriage contract.
6. As regards the third point, I fail to see that the requirement of a registrar's certificate of notice and Governor's license can be considered as interference with the exercise of the Sacrament.
7. I do not attach much importance to the objection to the Law specified in the 6th paragraph of Mr. Fleming's despatch.
