I am not aware of any particular reason why the Chief Executive Officers should be appointed by Instrument under Seal if greater convenience is likely to result by their being appointed by letter, but — inasmuch as a letter merely conveys, as a rule, the announcement that an officer has been appointed, I would submit to Your Lordship, the question in case of an appointment be subsequently disputed, whether it would not be safer to appoint under the Public Seal.
