It would, therefore, appear from the Commission

under consideration that

though the Senior Military Officer, when administering the Government, has jurisdiction over these Dependencies - it is otherwise with the Colonial

Secretary whose administration is limited to the Colony of Hong Kong.

expressly inserted in Clause 11 I should be disposed to

think that the words "the Colony of Hongkong" would
