I venture to point out to Your Lordship that if these words have any force at all, which I presume they have, inasmuch as they were considered necessary in the Commission referred to, it appears that they are equally essential to me in any Commission relating to this Colony. I can scarcely think that it is the size of a Colony which determines whether it is a Colony with or without Dependencies; a very large Colony may have no Dependencies at all, whereas
