it would be right that the Secretary of State should be informed of this fact, as cases may occur in which, by the light of those instructions, there might be an apparent neglect of duty on the part of the Treasury for which in reality it is not responsible.

Under existing instructions, it has not been the duty of the Colonial Treasurer to see that a proper system of account exists in every department, and if it is to be his duty in future in conformity with the Model Instructions, I have the honour to request that I may be so informed officially.

I shall also be much obliged if a copy of this letter may be transmitted for the information of the Secretary of State.
