With reference to the 7th paragraph of Your Lordship's despatch No 194 of the 11th ultimo, I have the honour to inform Your Lordship that we have made arrangements in future to have a separate Financial system, and the Governor will have since learned (from despatch 17272) that we were aware that his duties were to be much increased.
? Reply that the Secretary of State approves of the new Financial Instructions referred to being adopted in Hong Kong, as far as they are applicable to the circumstances of the Colony, observing that the new arrangements have necessitated some switch from the existing practice.
Given the new Regulations, we are sending a copy to A.O. S.W.9.29/1.
