Natale Giovanni Rosada, a destitute patient in the Lunatic Asylum, should be sent to his native country, and to inform Your Lordship that application having been made to the Acting Consul for Italy for Italy to take charge of the man, Mr Lanella refused to do so on the ground that there was no proof of the man's nationality.

Inclosure 2. 17th Oct. 1890. (with one sub-inclosure)

Inclosure 3. 20th Oct. 1890.

I enclose copy of subsequent correspondence with Mr. Lanella, and I shall be obliged if Your Lordship will communicate with the Italian Ambassador in London on the subject, as the man, who is evidently an Italian, is being maintained at the cost of this Government.

I have the honour to be, My Lord, Your Lordship's Most Obedient Humble Servant,

I. Fleming.
