The instructions as conveyed in your despatch of 87b and others are decoding at variance with Colonial Regulations. We have had things at variance with the whole system of Colonial administration, which does not contemplate a dual control in the Colony.
I think Mr. Johannsen's compromise will meet the different views to be met.
