When it was subsequently desired to establish a Small-pox Epidemic Hospital, a further endeavour was made to find a suitable site on shore, but as Your Lordship informed me in Mr. William Des Vaux's despatch No. 360 of 2nd December, 1889, – without success.

I am to understand that the building created on it would have been used, when necessary, as a Quarantine Station. But as no site could be found it was decided to combine the Epidemic and Quarantine Hospitals in a hulk moored in the harbour.
