I would submit for Your Lordships consideration whether the piece of ground now applied for might not be given to the Missions to do a free grant, to be held on the same conditions as the lot to which it would be an extension, in which are included the one suggested in the last paragraph of Lord Kimberley's despatch No. 159 of 15th November, 1873.
