I am not aware of the circumstances in which a Chinese Post Office was established at Singapore; nor of the exact conditions under which the same is worked, but in recognizing one here it would have to be clearly understood that this Government could not attempt to become responsible for the due delivery of correspondence in a country where, as is the case with China, no Postal administration is regularly established.
