A Bill was prepared during the course of last year, a copy of which I enclose for Your Lordships' information, with the object of establishing a Chinese Post Office here. I laid the draft before the Executive Council for consideration some little time ago, but it was admitted that the question was one of great difficulty (Enclosure 2, 24th September, 1890).

It was a matter of great difficulty and responsibility, and no decision was come to about it.

Within the last few days, Mr. Travers, the Acting Postmaster General, has once more drawn my attention to it, and inasmuch as the memorandum I have received from him explains the present state of things while suggesting what remedies might be applied, I enclose a copy of it.
