The late Colonial Postmaster General, in letter addressed to the
Colonial Secretary in July 1886 stated The illicit
transmission of Chinese correspondence is by no
means a new question; it is one which has been
before me more or less constantly during the eleven years I have been in
charge of the Postal department. It is a question surrounded with difficulties, the chief
of which is the non-existence of a Post Office in China.
