It appears from the enclosures

Lordship's Confidential despatch
of the 6th of August that the Naval
Authorities have practically
The idea
of removing
to Causeway
Bay.
The question, therefore, is whether
their establishments
remain in Victoria,
or
are to remove to Kowloon, or
are abandoned
If it be determined that they
are not
to remove to Kowloon, but to remain
in Victoria,
the Colony
no doubt Contemplated that
should such removal take place, the
property
now possessed by the Military,
the greater part of which is
more or less in the centre
of
the town, would
become available for Colonial purposes,
And that the Praya Extension scheme
could be carried out without interruption
along the foreshore.
Neither
of
these objects could be
attained in their entirety unless both
the Naval and Military
Establishments
in
the town,
were removed
I much
question
whether
there would be the same object gained,
if only one of them
were removed
from
where
they
are.
